You have to declare the same thing to your ad exchange. For example, when you are using Google Ad Exchange, you have to confirm the presence of sticky ads. First, you need to sign in to the Google Ad Manager account. Then you have to click on the Inventory.
Thereafter, you need to go to the Ad Exchange Rules and then Publisher Declarations. Then, go to the New Display Publisher Declaration. After selecting a new name for the declaration, enter to the inventories for the goal.
And lastly, click on the save. Normally, you cannot refresh sticky ads, but through some tricks, you can do this. You have to use an advance trigger that depends on the ad’s popularity, visitor’s activity, etc. for refreshing the ads.
